The „Training Program for Ukrainian Government Officials“ was launched in 2001 at the initiative of the Ukrainian government and with the support of the German federal government. It is funded by the German Federal Ministry for Economic Affairs and Energy (BMWE) and has completed 23 program cycles since its inception, with a total of more than 300 Ukrainian officials participating.
The program aims to qualify Ukrainian leaders to support reform processes and the desired EU accession of Ukraine. It promotes a better understanding of European procedures and cooperation with the EU, making an important contribution to European integration and cross-border administrative cooperation.
The core of the program is a two-week study trip to Berlin, which includes practical expert discussions in German ministries about cooperation with EU institutions and the process of EU integration. In addition, practical training in professional key competencies takes place.
Since 2025, responsibility for the program within the BMWE has been with the division „International Administrative Partnerships (including EU-Twinning) and Government Consulting.“ The program is implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) as part of the project to support the Coordination Unit for Institutional Partnerships.
The program enjoys a high reputation among Ukrainian ministries. It has been shown that the knowledge imparted is successfully applied in practical implementation and sustainably promotes the career development of the participants. Furthermore, a large alumni network has been established that supports professional exchange and strengthens networking among graduates.
